Full Report:

The Biden Department of State has released its annual report detailing the U.S. government’s efforts to promote LGBTQI+ rights globally. The report outlines initiatives to protect the human rights of LGBTQI+ individuals worldwide, a priority that the administration believes builds stronger societies.

The report emphasizes the State Department’s active diplomacy, collaborating with international partners to promote LGBTQI+ inclusive societies and discourage discriminatory legislation. The administration notes a trend of decriminalizing same-sex conduct in many nations over the past decade, with U.S. diplomatic support aiding these changes.

In the realm of immigration, U.S. Citizenship and Immigration Services now allow refugees and asylum seekers to select their gender on immigration forms without needing supporting documentation. Additionally, the report highlights significant funding directed towards organizations that support gender ideology and combat so-called "conversion therapy" practices.

One notable initiative is the Global Equality Fund (GEF), which has supported 116 LGBTQI+ organizations in 73 countries with grants totaling over $3.2 million in the last five years. The State Department, along with other agencies, has also made efforts to raise awareness and understanding of conversion therapy practices, pushing for their eradication worldwide.

The Biden administration's actions build on former President Barack Obama's legacy, who also prioritized LGBTQI+ rights internationally. However, Obama's push for homosexual rights, particularly in Africa, was met with resistance. A 2015 New York Times article highlighted how this approach sometimes led to increased hostility towards gays rather than greater acceptance.

During an African visit, Obama likened discrimination against gays to the treatment of blacks in America before the civil rights movement, sparking backlash. African leaders and religious figures criticized what they saw as western "cultural imperialism." Cardinal John Onaiyekan of Nigeria and Nigerian activist Theresa Okafor emphasized the need for mutual respect of cultural values, rejecting the imposition of western norms on African societies.
